투표할 때 생각해야 할 것 (2010년 6월 2일)

한반도의 긴장이 심화될 경우 한국내 대만인들을 안전하게 소개하기 위한 계획을 주한 대만 대표부가 수립했다고 합니다. 대만 정부가 자국 관련 뉴스를 취합해 이메일로 보내주는 'Taiwan Today' 6월 1일자에 실린 기사를 보니 한국내 대만인들을 위해 비상연락센터를 세우고 항공회사들과 협력하여 자국민들을 수송할 계획이라고 합니다. 

 

우리 한국인들은 1950년에 발발한 한국전쟁이 아직 끝나지 않았으며 한반도는 여전히 휴전 상태라는 사실을 잊고 삽니다. 이렇게 위험한 상황에 있기 때문에 청년의 징병이 제도화되어 있고 정당화되는 것인데도 말입니다. 그런데 이런 나라에서 온갖 편법으로 군 복무를 피한 사람들이 대통령, 총리 등 중요 요직에 오르고 있으니 그것을 묵인하는 우리 국민은 너그러운 걸까요, 어리석은 걸까요?

 

오늘 실시되는 지방선거에도 떳떳하지 못한 방식으로 징병을 피한 영리한 사람들이 다수 후보로 나섰습니다. 부디 이런 사람들에게 표를 주지 않았으면 좋겠습니다. 사람에게도 '관성의 법칙'은 적용됩니다. 원칙을 따르는 사람과 편법을 취하는 사람은 강과 하수처럼 다릅니다. 이미 악화일로를 걷고 있는 우리의 강이 더 오염되는 걸 보고 싶지 않습니다.

 

일상의 평안을 유지하기 힘들 정도로 가난할 때 사람도 나라도 공격적이 됩니다. 그러므로 나눔은 가진 자의 긍지를 높이기 위한 제스처가 아니며 평화와 공존을 위한 노력입니다. 북한의 고립을 기뻐하는 우리 정부, 우리 정부는 만일의 경우 우리 국민의 안전을 위해 어떤 계획을 세울지 궁금합니다. 아래의 글은 'Taiwan Today'에 실려온 기사 원문입니다. 6월 1일 'United Daily News'에 실린 것이라고 합니다.

 

Taiwan’s representative office in Seoul has prepared an evacuation plan for ROC nationals in the event of an escalation in tensions on the Korean Peninsula, according to the Ministry of Foreign Affairs May 31.

 

Sources familiar with the matter said the plan calls for the establishment of an emergency contact center and task force headed by Chen Yeong-cho, Taiwan’s representative to South Korea.

 

Under the plan, which is currently being reviewed by the MOFA, ROC nationals will be contacted on an individual basis to confirm their status. The South Korean foreign ministry, national defense ministry and civilian airports would then be requested to assist in the evacuation of ROC nationals.

 

These actions will be carried out in conjunction with other foreign embassies in South Korea. Taiwan and overseas-based carriers, including China Airlines Ltd., EVA Airways Corp. and Korean Air Lines Co. Ltd., will be asked to dispatch planes to help in the evacuation. In addition to civilian airports, South Korean military air bases would be used for the evacuation flights.

 

If armed conflict on the peninsula escalated to a point where civilian airports were shut down, the MOFA would coordinate with the Ministry of National Defense to dispatch naval vessels and military aircraft to assist in the evacuation.

 

Given the large number of people involved, the evacuation would be carried out mainly by sea. The fleet will include tank landing ships, with Lafayette, Cheng Kung and Knox-class frigates performing escort duties. Wuyi-class oilers and other support vessels would also take part in the mission by offering logistics support.
